1. Meeting convened by Walt Warfield at 1:00 p.m. on Monday, June 26, 2006, at the Omni Hotel, Chicago
2. Roll Call – Present: Walt Warfield, Colleen Wilcox, Fred Hartmeister, Spike Jorgensen, James Anderson, George Garcia, Eric King, Steve Rasmussen, Julie Underwood, and Jack McKay
3. Approval of minutes
– February 24, 2006 (Winter)
– February 25, 2006 (Annual)
– Moved by Jim Anderson, Seconded by Colleen Wilcox to approve the February 24, 2006, and the February 25, 2006, meetings. Passed
4. Legal Issues – Fred Hartmeister
Meredith v. Jefferson County Public Schools and Parents Involved in Community Schools v. Seattle School District are cases relating to student placement based on race.
Garcetti v. Ceballos is a decision relating to speech in the work place.
5. Financial Report –Jack McKay
Motion to approve the proposed budget: Moved by Garcia, Seconded by
Rasmussen to approve the proposed 2007 budget of $61,700.
6. Fund Raising – Jack McKay
Reviewed corporate funding for 2006 by Harcourt Assessment, Advanced Academics, and Pearson Education. Consensus of the board to have Walt Warfield continue discussions with Horace Mann Insurance about future relations.
7. Membership Report
Reviewed membership recruitment, retention, and current membership of 960.

The Mission of the Horace Mann League
To foster support of America’s public schools by championing Horace Mann’s ideas for free, non-sectarian, well-funded, democratically-governed schools open to all children.
Belief of the Horace Mann League
The Horace Mann League is a national group of leading educators and citizens who promote quality public education, for all children, as the foundation of our democracy.
The Horace Mann League envisions an American quality public education system in which:
- the purpose of public education is to prepare all students to be effective citizens in our democracy,
- public schools are governed by locally elected boards,
- each state has the primary responsibility to provide a quality public education system,
- public schools are adequately funded by public local, state and federal funds,
- publicly funded schools are non-sectarian, and
- the needs of students for a rapidly changing political, economic, social, technological, and demographic environment are met.

8b. HM Inventory – Colleen Wilcox distributed a list of available Horace Mann materials.
8c. Book & Print Sales – Jack McKay report on major sales of books to Plano ISD, Crowley ISD, and Norfolk Public Schools.
8d. HM Display – Steve Rasmussen developed the schedule 2006-2007 display schedule:

8e. Book Publication – Spike Jorgensen review progress on the chapters.
8f. AASA Collaboration – Jack McKay discussed possible collaboration with AASA. Moved by Warfield, seconded by Rasmussen to continuing working with Chris Daws and Paul Houston on the distinguished speaker.
9. Nomination for Vice President: Walt Warfield reported that the nomination for Vice President was Steve Rasmussen, subject to approve at the 2007 Annual Meeting in New Orleans.
10. Nominations for Directors: Three members were nominated for director vacancies, subject to the approve of the membership at the 2007 Annual Meeting in New Orleans.
